People with poor credit ratings tend to be overextended, which means they&#39;re especially vulnerable to financial exploitation. &lt;BR/&gt;&lt;BR/&gt;&lt;I&gt;What about all the soldiers deployed, at a lower pay rate, who have gotten behind in their payments? Are they now a security risk as well?&lt;/I&gt;&lt;BR/&gt;&lt;BR/&gt;If they&#39;re deployed, they are protected somewhat by the Soldiers&#39; and Sailors&#39; Civil Relief Act. That aside, there are a couple more issues at play. First, many positions in the military don&#39;t require an especially high clearance level.
