I went on the bag lady bus tour one year as a volunteer and they passed out poppers to all the attendees on the bus.

I thought it was odd and was told by a nurse I was sitting next to that they are perfectly safe so I didn't think much of it at the time.

On a side note, the Damien Center's largest benefactor has made lots of money peddling Poppers to the gay community, a drug inhalant that destroys the users' immune systems and contributes to the onset of the disease called HIV/AIDS.
