The fundamental problem has been and continues to be the flow of wealth outside of Marion County. It is the task of the State of Indiana and not the City of Indianapolis itself to dissolve Carmel and Brownsburg and Greenwood and Noblesville and reorganize them into a new City of Indianapolis.
