In the olden days of typewriters, sometimes speeches were done all in upper case to make it slightly easier for visually-challenged speakers. In the early days of computers, lower case letters simply weren't available at all. Nowadays with cheap word processors almost universally available, the font size can be increased for speech-texts. Sometimes unskilled beginning "typists" use all upper case letters -- for some strange reason, the Center Township Trustee's Office got into this bad habit.
