While the council passed a proposal to lease the space, the city isn&#39;t in a contract with the owners to lease space. Iirc the city has paid a ton of money to a 3rd party, which then pays Eastgate. Also iirc this is the contract city legal has lost, so that&#39;s a problem. Second, under this theory, the county treasurer would have had to disburse funds to an entity that it was not legally permitted to pay. That would be grand theft.
