Pat, I know that when TIFs, like enterprise zones, were originally conceived, they were intended to be used only in blighted areas, particularly in larger inner city blighted areas, as a tool for spurring economic development.

Gary - I have been trying to read some stuff about the Chicago TIFs, when I get a spare minute. I am not sure if our TIFs are constructed for the same purposes as Chicago -- for blighted areas vs economic development. It was something I was going to look into later.

That would be a great idea except would Indiana's politicians use the TIF money in the same way Chicago uses their money. Punishing the politicians that don't go along with the agenda. Lets be careful what we wish for!
