Congress simply gives the President a free rein to prosecute a War. The Gulf of Tonkin Resolution comes to mind, from a few thousand US "Advisers" to over a 500,000 soldiers in Vietnam. <br /><br />So it is not surprise we should have an Imperial Mayor.
