I recall a video message from bin Laden some time after the 9/11 attacks where he said the U.S. would implode as a consequence of its own reckless fiscal and banking policies without al Qaeda launching another 9/11 attack. I have no way of knowing whether it was actually him who made that video message, but the point made could not have been more true. We used the excuse of 9/11 to totally destroy the economic future of this country by spending trillions of dollars on purposeless wars in a part of the world where we are most hated, and only the Middle Eastern oil nations who finance the terrorists, Venezuela's Chavez and China have benefited from our self-destructive policies.

I don't see how it could be otherwise. Although it has been demonstrated there is still zero chance of defaulting on US Treasury paper, the boundless federal debt must be taken into account by those who produce the ratings.

Paying my credit card on time every month won't keep my FICO score high if I have all my cards maxed out and I continually sign up for more of them.
