When he said &quot;Our officers and analysts have been very aggressive in making use of crime analysis, mapping and picking out crime hot spots,&quot; said Public Safety Director Frank Straub. &quot;Each week our district commanders get a new analysis of where they should put their officers.&quot; I had cause to laugh at Frank Straub. <br /><br />First, any crime statistic must be carefully reviewed because Frank Straub took control from the Police Chief of the crime stat staff, so they report to him....and the stats now have the ability (like the Bisard report) to say whatever Frank Straub wants them to say. Thus, I immediately discount crime stats mentioned by Straub. <br /><br />Next, why is Frank Straub commenting on police business. Don&#39;t we have a Police Chief?<br /><br />That said: I really broke out laughing at Frank Straub&#39;s laughable comment about his crime stats telling Police Commanders &quot;where they should put their officers&quot;. <br /><br />You see, it was in Jr. High School Civics class that we studied the Kansas City Preventive Patrol Experiment. This landmark experiment found that traditional routine patrol in marked police cars does not appear to affect the level of crime. Nor does it affect the public’s feeling of security. The experiment demonstrated that urban police departments can successfully test patrol deployment strategies, and that they can manipulate patrol resources without jeopardizing public safety. <br /><br />Frank Straub is all about himself. He&#39;s all about placating, not doing a job.<br /><br />There&#39;s very little that can be done to prevent murder, except use past performance as a guide to future behavior. In that regard we know that every year after the night event at Black Expo there will be gunfire.
