The smart meter system I've used in California (you know, the land of fruits and nuts) will credit my smart card with money for unused time. If I pay for 2 hours and only spend 30 min in the spot, my card gets credited and the meter goes to zero so the next person has to pay.
I've never tried staying longer than what ever the time limit is, but I don't see why a smart card could not be set to reject someone trying to buy 4 hours in a 2 hour zone.

I think the new deal wont let you add time to the meter. Even over your phone. I think that is why the additional charge was taken out, because you wont be allowed to park there more than 2 hours. So I dont know how the phone thing is going to work.

What track record does PIRG have? I agree we need to proactively ask what it takes to get more competitive bids. Why can't we get financial disclosure from ACS? Why do we seemingly have to have omnipresent legal and advisement conflict-of-interest?

The whole thing is a incestuous and corrupt as if all our health care industry and one of our supposedly representative political parties went behind closed doors to negotiate a health care plan, that would then be forced upon all the American people to purchase. Oops! They DID do that. Always wonderful to contemplate the state of our local "conservative" GOP in such light. No wonder the Libertarians made further headway in the election.

Yes, Gary, the situation you described is one of the things they're trying to stop...like its so awful to use someone else's time.

It's a testament to how weak-kneed the Republican caucus is that this deal is not dead. It has nothing going for it but a bunch of political insiders and a politically tone deaf administration pushing it. It should be DOA, yet lives on because of people like Loftus and Vaughn whose law firm represents ACS, twisting arms.
