Richard Lugar went through at least 2 elections without living in Indiana. When challenged on it, he took up residence on "his family farm". But that farm is owned by a corporation. And the land does not even have a residential structure.

If this were Indiana, Booker would be Charlie Whited. He'd be found to have lied while as Mayor, prosecuted for falsifying mayoral candidacy forms, statements, etc.
