However, the Star seems correct in suggesting Burton took a &#39;detour around ethics&#39; by &#39;hair-splitting&#39; definitions. Whatever the case, Burton&#39;s example is unseemly, but mild in comparison with his counterparts in Congress who can&#39;t even come up with a budget.
