The TIF bonding apparently, for a first time TIF (not yet bonded against) requires 1.5 "coverage" , so the garage wouldn't cover the Browning investment share. It would cover the Tark Park investment, but you couldn't get a bond issued for just $1 mill.

That's total BS. The Mid North TIF covers a vast area of the city's north side. Ozdemir's mixed retail/parking garage was captured by the TIF even though it was already under construction when the TIF was established. Where do you think the money is coming from to give Browning Investments $5.7 million? It will take many years before taxes paid on that new development will pay back the cost of that borrowed money.

All Tully's article does is mimic the concerns of the folks in this area - namely that the City will come in, do one thing, and (like Maple Road) assume the job is done. You have a perfect right to wonder about the soccer stadium, but that's not the context of the article. You can also dislike the Browning apartment/retail project in BR, but ought to note that without it, there's no money in the TIF to fund Tarkington Park when, in fact, what's being said in the neighborhood is that we're going to need a lot more public investment in the area, besides a quarter of a park, to revitalize the area.
