So, how do the citizens, and especially the taxpayers, convince the Marion County Prosecutor and/or the U.S. Attorney for the Southern District of Indiana to petition the courts to summon jurors and convene a Grand Jury who would hear and examine evidence concerning Indianapolis crimes, and &quot;take action with respect to this evidence as provided by law?
