His entire career has been spent using his police powers working for private sector interests in order to finance his personal debt reduction fund. He promotes jail supervisors by campaign contributions not by competence. He abhors the idea of training for jail management and has driven off the employees that were educated beyond the 12th grade(mental competition?). He just can't seem to concentrate on the job that the people elected him to do.
