Here's a quid pro quo -

Indiana doesn't have a dump truck cover law, so windshield destruction is common.

Big Trucking is peeved about having to pay for all the windshields destroyed by dumptrucks operating without load covers.

Big Trucking racket spends tons of money lobbying (greasing) state legislators.

Big Trucking tells the state legislature to change the law so dump truck plates are placed on the front of the truck. The only vehicle to which this applies.

This would create a needless 'class' in violation of Article 1, Section 23 of the Indiana Constitution.

Would also work against the public good.

But the legal bailout for dump trucks passed easily.

That's Indiana. Do the math and see how we would up with geographically oddly-placed legalized gambling sites, all controlled by heavily 'connected' politicos.
