IMPD Officer Arrested Second Time Within A Year For Operating A Vehicle While Intoxicated
A 16-year veteran of the Indianapolis Metropolitan Police Department, Officer Kevin Brown, was arrested in Monrovia by Morgan County officials early Monday morning for operating a vehicle while intoxicated, his second such charge within the last year WRTV is reporting. He also faces an enhanced felony charge of operating a vehicle while intoxicated with a prior conviction within the past five years. Officer Brown was driving his IMPD police cruiser at the time of his arrest according to WRTV. Five other IMPD officers have been arrested for drunk driving since Brown's first arrest last August.

The fact there have been so many and they include a high ranking person makes me question the Climate of Command. I have to wonder if there is such a poor command that the subordinates are giving up and feeling too much stress.
If a single Company in the military had this type of problem, the Commanding Officer would be relieved of duty.

You have a point. At least 90% of the IMPD officers are more qualified to be chief than Rick Hite, who never received any formal training to become a police officer and repeatedly failed the certification exam before finally passing it.
Is this another deputy that was "con"solidated into IMPD?
"War is Coming" so writes Paul Craig Roberts in his latest internet column, the one earlier in the week declaring that because of this horror, none of us have much more time to live. Maybe with all this stress enveloping us, all IMPD officers should be asked to take a breathalyzer test before driving.

Alcoholism is a tough problem to fight, and it can hit just about anyone.
The real issue here is what was our car doing in Monrovia?
I was tooling through Morgan County recently, and I saw an IMPD car parked in a house driveway, obviously the duty car of the resident.
Does IMPD care about its cars being taken out of the City? Does IMPD have a special car out-of-range hotline we can call?
A lot of our police officers live in the neighboring counties.
There are at least 200 IMPD officers who live out-of-county who are allowed to take their assigned police vehicles home. Morgan County is one of the allowed counties where officers can live. Simply put, any county that shares a border with Marion County is an allowable county where IMPD officers can reside or operate their assigned vehicles. It should also be noted these officers pay a substantially higher "take-home-car-fee" each month for the privilege.
